Only the Last 2/3rds of the Film
This 7 minute version cuts at the opening 4 minutes. The longer 11 + minute version is available on Youtube and other places on the internet.
In the missing four minutes, Chaplin goes to visit a movie theater and falls in love with the Keystone Girl. The Keystone Girl was actually Mabel Normand, but in this movie, Peggy Pearce, a Normand lookalike plays the part.
There are a lot of in-jokes in the film. Chaplin first arrived at Keystone in December 1913 and was given nothing to do for the first couple of weeks. He felt that he was just in the way. That is exactly what happens when Chaplin comes to the real Keystone studio in this film.

Interesting in some parts, but captioning not legible
.... I see people knew the fine art of waterboarding as far back as the 1910s, but without the captions being readable, I am not quite sure what this generic Charlie Chaplin slapstickfest was about.
